Guidelines for CCTV Task Force in the Conduct of Ocular Inspections.

 

Members of the CCTV Task Force are enjoined to observe the following three-pronged approach in conducting ocular inspections.

 

1.    COURTESY

 

       Always courteous but firm. Always address using “Sir or Maam” and greet with “Good Morning or Good Afternoon.”

       Sample script:

      

       “Good morning Sir, I am SPO1 Juan Dela Cruz, member of Task Force CCTV together with Engr. Pedro Bautista from the City Engineers Office (each of them should wear their CCTV IDs visibly and provide them for inspection if asked).  We are here to conduct ocular inspection to determine compliance with the Iloilo CCTV Ordinance.”  

 

       “Thank you for your cooperation. Your application will be referred to the CCTV Council for deliberation. If you have any questions, you can visit or call the CCTV Secretariat at the Office of Councilor Lex Tupas, Room 612, New Iloilo City Hall with telephone no. 3331111 local 612.

 

2.    EDUCATION

      

       To avoid misunderstanding or misinterpretation, always bring a copy of:

 

       a. CCTV Ordinance (including the amendments thereto)

 

       b. Cameras and procedures manual

 

       c. Cards reflecting the web address of Iloilo City Government, CCTV Ordinance and Forms, etc, as follows:

3.    INTEGRITY

 

       a. Inform the establishment that:

      

       1. The issuance of Certificate of Compliance, application forms, ocular inspection are FREE OF CHARGE.

 

       Sample script:

      

       “Sir, here is a copy of the CCTV application form. We are providing it to you free of charge and we are prohibited from accepting any form of reward or payment from you. The Certificate of Compliance is also free. The CCTV Council does not prescribe, issue, or sell stickers or any form of signage informing the public of the presence of CCTV Cameras in your establishment, so you can make you own design or wordings”

                  

       2. The establishment is encouraged to report any person asking for payment in relation to the issuance and/or processing of foregoing documents except lawful fees payable to the City Treasurer’s Office with the corresponding official receipt. They may report said incident/s to:

       “Sir, it is a crime for any person to ask you for payment in relation to your application for CCTV Certificate of Compliance. It is also a crime to sell unofficial or unauthorized signage to be put up in your establishment.. Kindly report this kind of incident or any other complaint to the CCTV Secretariat whose contact details can be found on the card we gave you.
