The Sacrament of Confirmation:
Grace for Fullness of Faith and Life
There is a close relationship between the sacraments of Baptism and Confirmation.
Its purpose is to perfect in us that which was begun in Baptism. We might say—in a sense—that we are baptized in order to be confirmed.
We receive a special grace by which our faith is deepened and strengthened, so that it will be strong enough not only for our own needs but for the needs of others with whom we shall try to share it.
With the onset of adolescence a child begins to assume, progressively more and more, the responsibilities of adulthood.
Similarly, the confirmed Christian begins to see more clearly (or ought to) his responsibility to Christ for his neighbor. He becomes deeply concerned (or ought to) with the welfare of Christ-in-the-world which is the Church and the welfare of Christ-in-his-neighbor.
It is in this sense that Confirmation is a spiritual "growing up."
The Catechism's section on Confirmation says that Confirmation is the special outpouring of the Holy Spirit. Its effects are to:

Root us more deeply in divine filiation (being children of God)

Unites us more firmly to Christ
-
Increases the gifts of the Holy Spirit in us

Strengthens our bond with the Church
-
Associates us more closely to her mission of bearing witness to Christ
-
Helps us and more strictly obliges us to spread and defend the faith by word and deed
A generation ago, we said that confirmed Catholics were "soldiers of Christ." This indicates Confirmation's effects: it configures us for a full and active mission of service to Christ.
The rite of Confirmation
The essential part of the Confirmation rite is when the bishop or priest places his hand upon the head of each individual.
The bishop traces the sign of the cross on the person's forehead—having first dipped his thumb in the holy oil called chrism—and says, "Be sealed with the Gifts of the Holy Spirit." The newly confirmed person responds by saying, "Amen."
Chrism is one of the three kinds of holy oil which a bishop blesses each year at his Mass on Holy Thursday. The other two kinds of holy oil are the oil of catechumens (used in Baptism) and the oil of the sick (used in Anointing of the Sick). The holy oils, all of them, are composed of pure olive oil.
From ancient times, olive oil has been looked upon as a strengthening substance; so much so that athletes were accustomed to bathe in olive oil before taking part in athletic contests. The significance of the holy oils used in the administration of the sacraments is then very evident: the oil represents the strengthening effect of God's grace.
Besides the distinct and special blessing which each holy oil receives, chrism has another difference: balm has been mixed with it. Balm is a fragrant substance procured from the balsam tree. In the holy chrism it symbolizes the "sweet odor" of virtue; it tells of the spiritual fragrance, the attractiveness that should characterize the life of him who puts his Confirmation graces to work.
Eligibility for Confirmation:
Priests can be authorized by their bishops to perform confirmations, and adult converts are routinely baptized and confirmed by priests. All those who have been baptized are eligible to be confirmed, and, while the Western Church suggests receiving the sacrament after reaching the "age of reason" (around seven years old), it can be received at any time. (A child in danger of death should receive Confirmation.)
A confirm and must be in a state of grace. If the sacrament is not received immediately after Baptism, the confirm and should participate in the Sacrament of Confession before Confirmation.

- Awarded the Best Integration Project, Basic Management Program at the Asian Institute of Management (AIM)
- Earned his Masters in Public Management Major in Local Government Administration from the University of the Philippines Diliman Campus when he was only 26 years old
- A graduate of Doctor of Management specializing in Public Management at the Central Philippine University as one of the youngest at age 30
Professor
- Formerly a Public School Economics Professor of Iloilo National High School for 2 years and was ranked as number 1 teacher out of all the teaching force for school year 2005-2006
- He was a private school undergraduate and post graduate professor of various universities in Iloilo City. Presently, he is an associate professor of the Central Philippine University Graduate School
- He was the youngest elected City Official who won at the age of 27 in the 2007 elections
- He is the number 1 elected City Councilor in the 2010 elections garnering more or less 93,000 votes.
- He is a Dangal ng Bayan Awardee for City Legislative and Service Excellence (2009 & 2011)
- He has represented the Philippines in various international conferences, events and seminars in the United States of America, Asia & Europe
- In 2013, Still the number 1 City Councilor garnering more or less 122,000 votes, the highest number of votes in the history of Iloilo City Council Elections.

: 2013 was the year the original Iloilo City CCTV Camera Ordinance of which I am one of the main authors was implemented after the members of the CCTV Camera Council were appointed by the City Mayor. I was given the role of Chairman of the said council. I led the formulation of the Implementing Rules and Regulations (IRR) or the Operation and Procedures Manual, the appointment of members of the CCTV Task force and strict implementation of the law. Based on the experience and result of the first year of implementation, I again authored the amendment of the original CCTV Ordinance before 2013 ended and made it an expanded Iloilo City CCTV Camera Ordinance to add more establishments (schools, gasoline stations, 24/7 convenience stores, terminals and stores selling liquor that are mandated to follow the local law starting calendar year 2014) considered as high risk and thus required to install a CCTV Camera System within their premises. I thank the City Mayor, my colleagues in the City Council, the members of the CCTV Camera Council, the members of the CCTV Task force, the stakeholders, the media and the public in general for the strong support for safety of all, peace, order and security within the territorial jurisdiction of Iloilo City. For the first year of implementation, there was a total of 597 applications for the Certificate of Compliance (COC) and 586 COC's were released by the CCTV Camera Council or 98%. The 11 applications did not receive any COC was because either the application was discontinued, or the establishments merged, closed or were transferred to a different location or they did not meet the minimum standards set forth by the CCTV Camera Council. We make sure that there is strict and appropriate compliance. On a per establishment basis, 132 banks applied, 20 hotels, 22 malls/supermarkets, 423 other establishments like pawnshops and credit facilities applied. I am glad that as of today no crime against property or person has transpired in any of the identified high risk establishments after they were given COC's. The main intent of the ordinance is to deter crime and if there might be instances of crime, with the help of the CCTV footage, there will be faster resolution of cases. By the way, there is NO PAYMENT for the application of COC's or anything related to the implementation of the Iloilo City CCTV Camera Ordinance up to this day. We are working to be more tourist friendly, business friendly and that our loved ones and friends can go around our city freely without worry.





We believe in the Bayanihan spirit which is now at its finest. We believe in the resilience of Filipinos. We are proud to be Filipino and we are working to help rebuild areas in our country hit by man made and natural calamities. We will survive any challenge as long as we keep the faith and we are united.

Operation UGYON sa pagbangon sang Iloilo. Help given directly to the hard hit communities or to the intended beneficiaries. Last Nov. 13 (Wednesday) and Nov 15 (Friday), I together with my wife, some of my office staff and friends went to the Municipalities of Banate, Barotac Viejo, San Rafael, Ajuy, Sara, Concepcion, Lemery and Dumangas to see for ourselves how they are, what was was left of their areas after Super Typhoon Yolanda and delivered relief goods. We also sent relief goods and help from my wife, in laws, my office staff, friends from Iloilo (Raymond, Zip-O Mineral Water, Mr. & Mrs. Jeff Tio and Ng Elvy), friends of my wife from Skin Station, friends from Manila (Lloyd, Phoebe and Ruby) and Ilonggo friends living abroad (Ta Lydia and Kent) to the municipalities of San Dionisio, Carles, Batad, Balasan and the Component City of Passi, and by Monday or Tuesday to the Municipality of Estancia thru socio civic organizations and trusted friends. God bless all of you. I thank my wife for spearheading this endeavor and for my friends for voluntarily initiating this effort as they just asked me to deliver the goods and items to the said municipalities. We are thankful to have had two full pick up truck loads of goods delivered directly and about half pick up truck load sent thru socio civic organizations and trusted individuals. We made sure that all are accounted for and all are given for the victims of the super typhoon. Let us continue to be a blessing to people in dire need. Let us continue to be men and women for others. I am happy to see, hear and to know that a lot of individuals, groups, companies and countries are helping people to rise again. Padayon kita sa pagUGYON para sa pagbangon sang bilog nga Iloilo, Panay kag Visayas.

In commemoration of the death anniversary of the late Sen. Rodolfo T. Ganzon on October 29, 2014, Hon. Lex C. Tupas the chairman of the Committee on Tourism, Culture and Historical Affairs sponsored two(2) Ordinances which states;
1. "An ordinance declaring Octobere 29, and every year thereafter as Senator Rodofolfo T. Ganzon Day in the City of Iloilo."
2. " An ordinance naming the circle between the Iloilo City National High School (ICNHS) and the Technical Institute of Iloilo City (TIIC) located along M.H. Del Pilar Street in Molo as Senator Rodolfo T. Ganzon Memorial Circle."
This is the 27th ordinance passed by our Hon. Lex C. Tupas.
